Angela Noakes

Associate Director, U.S. Policy Development

Angela Noakes is the Associate Director of U.S. Policy Development in the Wildlife Conservation Society’s Washington, D.C. Office. As part of WCS’s Federal Affairs team, Angela provides research, policy analysis and policy development support on a variety of international and domestic conservation policies. Her policy development work supports WCS lobbying strategies on the federal budget, climate, forest conservation, counter wildlife trafficking, and endangered species protection. Angela also manages the Federal Affairs internship program mentoring undergraduate, graduate, and law students as they gain experience in legislative affairs, federal policy, and research.

Before joining WCS, Angela was a Sea Grant Knauss Legislative Fellow in the office of Senator Edward J. Markey in Washington, D.C., where her portfolio focused on marine conservation. Angela earned her J.D. from the University of Washington in Seattle, Washington and Bachelor’s degrees in Environmental Management and Government from the University of Redlands in Redlands, California.
